Sir,
1. I am directed by the Secretary of State for Foreign Affairs to draw the attention of the Lords Commissioners of His Majesty's Treasury to the practice of many years standing whereby Consular officers in China and Japan are authorised to conclude agreements with local medical officers to receive for themselves and the ir staffs together with their wives and families medical attendance and medicines for a fixed annual sum, payable by His Majesty'■ Government.

Lord Curzon is of opinion that a similar privilege should be extended to the members of the Commercial Diplomatic Service in China and Japan, where, as has been previously pointed out to Their Lordships, the Commercial Diplomatic and Consular officers virtually form a single service.
3. The following are the officers who would be affected by the above proposal:-
